AP reported that Rossini, a former FBI agent who provided consulting services to Herrera Velutini, allegedly joined him in promising to support Vázquez’s 2020 campaign for governor in exchange for her dismissing Puerto Rico’s financial regulator and appointing a replacement of Herrera Velutini’s choosing, and that after the commissioner was replaced the two paid more than $300,000 to political consultants supporting her campaign. He was charged alongside Vázquez and Herrera Velutini with conspiracy, federal program bribery and honest services wire fraud, and Stephen Muldrow, the U.S. Attorney for Puerto Rico, said in 2022 that officials believed Rossini was in Spain. CBS News reported that he pleaded guilty with the other two in August 2025 to a lesser misdemeanor violation of the Federal Election Campaign Act and that he was pardoned as well. The Justice Department’s clemency list prints his district as Puerto Rico, records no sentencing date and no sentence, dates his pardon January 15, 2026, and lists an amended pardon on January 20, 2026 for contribution by a foreign national.
RESPONSE
The cited reports include no statement from Rossini or his lawyers. A White House official told CBS News that the super PAC donations reported in this case — which the cited sources attribute to Herrera Velutini’s daughter, not to Rossini — had nothing to do with the pardon.
