Trump denies ordering Ukraine Starshield limits as White House account remains disputed

Trump denial on the record; Reuters White House attribution based on unnamed officials; Senate requested an investigation, with no inspector-general finding identified

Donald Trump · Elon Musk · Pete Hegseth

President Donald Trump said neither he nor Elon Musk was responsible for the reported loss of Starlink access that affected Ukrainian military operations and said any Starshield limit was not imposed by the United States. Reuters had reported one day earlier, citing two U.S. officials and a Western official briefed on the matter, that Defense Department leaders received a message from inside the White House that Starshield service for Ukraine needed to be slowed. Those officials did not identify who made the decision or implemented it; a senior U.S. official separately told Reuters that no such request came from Trump.

Response / context

Musk wrote October 14 that Starshield is owned and controlled by the U.S. government and that limits on its speed or use are decided by the U.S. military and ultimately the president. Trump publicly denied responsibility October 16 and also said he did not think Musk was responsible. A bipartisan group of senators asked the Defense Department inspector general to determine whether government officials, contractors or technical failures caused the reported disruptions, whether officials had advance knowledge and whether the disruptions endangered U.S. personnel. That letter describes reported harms and requests fact-finding; it does not establish who ordered or caused the restriction. CNBC reported that Musk and SpaceX did not immediately respond to its request for comment after Trump's remarks. No official White House transcript or completed inspector-general finding was identified during this review.
