Putin proposes Trump-Xi summit on Ukraine; Trump has not agreed
Source published: Oct 18, 2026 · 10:52 PM EDT · Event: 2026-10-18
Russian President Vladimir Putin proposed that he, President Donald Trump and Chinese President Xi Jinping meet in November to discuss the war in Ukraine, according to reporting by the Wall Street Journal that Reuters independently relayed. The reports said the idea was raised during Putin's October 9 call with Trump and could involve talks alongside the November 18-19 Asia-Pacific Economic Cooperation summit in Shenzhen.
Response / context
Kremlin spokesman Dmitry Peskov confirmed to the Journal that discussions were taking place, while saying there was no clear understanding about the meeting or a possible agenda. Reuters reported that a senior U.S. official said Trump had not agreed, though he could be receptive. The White House did not immediately respond to Reuters, and the Kremlin and the Russian and Chinese embassies in Washington were not immediately available or did not immediately reply. The underlying proposal is therefore a reported diplomatic initiative, not a scheduled summit, accepted negotiating format or peace agreement. The Journal characterized the proposed talks as seeking an outcome favorable to Moscow; that characterization is attributed to its reporting, not treated as an agreed objective of the United States or China. Ukraine was not described as a participant in the proposed format. Ukrainian President Volodymyr Zelenskyy has separately criticized Trump's diesel deal and sanctions waiver as steps that could embolden Putin and prolong the war.
