The case
Convicted at trial in 2021 of bribing a Philadelphia City Council member and at a second trial in 2023 of embezzling nearly $600,000 from IBEW Local 98, the electricians’ union he ran for almost three decades; sentenced to six years.

WHAT THE RECORD SHOWS

He served less than two years and was released from the Lewisburg penitentiary on September 4. The Inquirer reports the commutation also relieves about $1.6 million in restitution, with no monitoring or house arrest.

RESPONSE

Dougherty’s lawyer announced the grant and cited his wife’s health.

Correction. An earlier version said Dougherty was convicted of bribery and embezzlement in 2023. He was convicted of bribery at a 2021 trial and of embezzlement at a second trial in 2023. Corrected September 18, 2026.
