Trump sets November start for golf-course overhaul amid court restrictions

Trump's announced November 15 timetable amid active litigation; no contempt finding, construction start or ruling on the government's recusal motion

Donald Trump

President Donald Trump said East Potomac Golf Links would close November 15 for an overhaul lasting about 15 months. Reuters and the Associated Press reported that Trump described a plan for a tournament-level course that would remain open to the public after completion. The announcement came while a lawsuit over the federally owned public course remains active and five days after U.S. District Judge Ana Reyes entered a temporary restraining order through October 26 blocking further implementation of a tree-removal plan.

Response / context

The October 13 memorandum opinion found that the plaintiffs had shown a likelihood of success on jurisdiction and their National Environmental Policy Act claim for purposes of temporary relief; it did not decide the case on the merits. Reuters reported that the White House did not immediately answer whether Trump's new announcement conflicts with the judge's directives. The administration has said the earlier tree removal implemented a 2019 landscape plan, improved safety and was separate from Trump's redesign. On October 16, the government moved to disqualify Reyes, alleging antipathy toward the administration; that is a pending motion, not a ruling. Plaintiffs' counsel said the litigation would continue to protect the public course. A November 15 start would fall after the current order's stated October 26 expiration, so the announcement alone is not a finding that the administration violated the order.
