Trump signs housing-cost order with agency caveats
Source published: Oct 23, 2026 · 2:57 AM EDT · Event: 2026-10-22
President Donald Trump signed an executive order aimed at lowering some costs of single-family homeownership. It directs the Federal Housing Finance Agency to pursue a pilot that could proactively identify qualifying borrowers for mortgage-insurance cancellation, conditionally expand alternatives to lender's title insurance for eligible refinances, and create a task force on manufactured housing. It also directs the Agriculture and Veterans Affairs departments to reduce rates on certain direct single-family loans within existing law and available funding.
Response / context
The signed text is narrower and more conditional than a promise of immediate savings for every homeowner. The mortgage-insurance pilot would apply only to mortgages made after the pilot is established and would still require borrowers to satisfy equity, payment-history, contractual and other requirements. The title-insurance provision depends on the FHFA director finding expansion to be in the agencies' and public's best interests and consistent with safety, soundness and law. USDA and VA rate reductions remain subject to their legal authority and available appropriations. Reuters reported that pending existing-home purchases hit a record low in September, single-family starts and permits fell, and the average 30-year fixed mortgage rate was 7.32% in the week of the report. Neither the order nor the Reuters report supplied a timetable or independent estimate of the savings borrowers will ultimately receive.
