Trump intelligence chief warns of advanced Iranian plots

Unclassified intelligence warning reported; specific targets, methods and underlying evidence not publicly identified

Donald Trump

An October 23 memorandum from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio warned that U.S. intelligence indicated Iran had substantially increased efforts to target American personnel and that lethal plots had reached advanced stages in the Middle East and certain other countries. CIA Director John Ratcliffe was copied. Reuters separately reviewed the memo after Axios first published a scan. The publicly described document does not identify specific targets, attack methods or countries outside the Middle East.

Response / context

The State Department ordered non-emergency U.S. government employees and family members to leave Saudi Arabia and updated regional travel guidance, citing risks from Iran and Iran-supported Houthis. Axios reported additional staff reductions in the United Arab Emirates, Lebanon, Qatar and Jordan. A U.S. official told Reuters that Houthi attacks and reported Iranian plots were informing embassy staffing decisions. Trump said at an October 23 Florida rally that the United States might conduct another operation against Iran or reach a deal. Neither Reuters nor Axios included an immediate Iranian government response to the memo. The warning and protective steps do not establish that a specific attack will occur, and the underlying intelligence was not publicly available for independent evaluation.
