THE LINK TO TRUMP’S ORBIT
The proclamation cited the “advice and recommendation” of more than 50 current and former members of Congress. Former Republican members argued Buyer was targeted for serving as a House prosecutor in the 1998 Clinton impeachment. No payment is documented.
WHAT THE RECORD SHOWS
The June 4 proclamation gave a full, complete and unconditional pardon and called Buyer’s career as an Army judge advocate general and a member of Congress “distinguished and highly productive,” The Hill reported.
RESPONSE
Buyer maintained his innocence in a statement to The Associated Press, saying the pardon “corrects a politically motivated prosecution,” The Hill reported.
Correction. An earlier version said the cited reports included no statement from Buyer. He told the Associated Press the pardon “corrects a politically motivated prosecution,” and the entry now includes it. Corrected September 18, 2026.
